Hubble secretly formed the Atlantic National Alliance because he secretly agreed with the Resistance that the Taelons were dangerous but it took physical evidence and being in a coma to convince him that the Atavus were no myth. Leaders of other Countries belonged as well and intelligence agencies fell under their umbrella as well. Hubble would send holograms to communicate with Liam and Renee. I am wondering if we shouldn't continue with that...I mean it would be even more damaging to a President's career than a Cheif of Staff or an FBI Director if it were found out he was sympathetic to an organization like the Resistance.

Sr. Dir. John Spencer: Senior Director of the FBI who took Hubble's place and "Intel Czar." He has become Hubble's right-hand man as far as connecting the Agencies together to share intelligence, loan agents to eachother and other things that are important. (He is actually a pic of an X-Files character named Walter Skinner and I have to give credit where credit is due.)
Now there has been a new Intelligence Agency added to that alphabet soup the Government loves so much. The OCI. They mainly interpret information given to them by satelites and if there is any danger to the other colonies or Earth, the message is sent to the proper place.
